What first-time buyer help actually looks like here

Riverdale sits in Clayton County, and that matters more than anything else on this page. Clayton runs its own down payment program on top of the state program. Most buyers only ever hear about one of the two.

Georgia Dream is the state side. It is a second mortgage at zero percent with no monthly payment, and you repay it when you sell or refinance. Standard is up to $10,000. If you work in public service, education, or healthcare, or you are active military, the PEN tier is up to $12,500. Households with a documented disability use the CHOICE tier, also up to $12,500.

The Clayton County DPA is the county side. Up to $7,500 for a standard first-time buyer, and up to $10,000 if you are a veteran, a county employee, law enforcement, a first responder, a healthcare worker, or an educator. It is forgiven after five or ten years depending on how much you take.

The two ceilings nobody explains

These programs stack. They do not share eligibility, and that is where people get caught.

  • Georgia Dream allows household income up to $137,555 for 1 to 2 people, and $158,188 for 3 or more
  • Clayton County holds you to 80 percent of area median income, which is much lower and set by household size
  • Clayton County caps the purchase price at $270,000, well under the state limit
  • You need a 640 credit score and an 8-hour HUD-approved class before you close
  • The $1,000 you bring has to be your own money, and earnest money counts toward it

So $22,500 is a real number and a narrow one. It takes a public-service tier on the state side and an income under the county ceiling on the other. A standard first-time buyer who clears both stacks $17,500. Plenty of Riverdale buyers land right there. A participating lender confirms which tier fits you, and that call costs nothing.

The order this actually happens in

  1. Pull your credit and find out where you really stand. 640 is the gate for most of this.
  2. Talk to a participating Georgia Dream lender. Not any lender. The program keeps an approved list.
  3. Take the 8-hour HUD-approved class. Clayton requires it, and the certificate does not last forever, so do not take it too early.
  4. Get the county application in. Clayton funds are not unlimited and they run on a budget year.
  5. Then start looking at houses, with a ceiling you already know you can finance.

Most people run this backwards. They find the house first and learn about the $270,000 cap after. Doing it in this order costs you nothing and saves you the hard conversation.
